IRS Human Resources Chief Placed On Leave

Traci DiMartini, the Human Capital Officer at the Internal Revenue Service has been placed on administrative leave. The decision was made March 3rd by acting IRS Commissioner Melanie Krause, according to the sources who’ve spoken to DiMartini about the matter.

This comes after the recent layoffs of 7,400 probationary employees and the ongoing efforts by the Department of Government Efficiency led by Elon Musk to shrink the federal workforce. It also comes days after Krause, formerly the agency’s chief operating officer, took over as the interim leader of the IRS following the retirement of Douglas O’Donnell, the former acting commissioner.

DiMartini joined the IRS in 2023 to lead the agency’s massive hiring effort using Inflation Reduction Act funding. That funding has, through several Congressional Initiatives, ended.

I’m writing about this to give you some sense of what’s going on internally at the Service. It’s currently an Agency in the middle of complete disorganization and upheaval.

Workers tend to be unmotivated when they don’t know where their next paycheck is coming from. When you add the fact that we’re talking about IRS Employees, you begin to understand how getting anything done in the next few months is going to be difficult if not impossible.

Calls to the agency have never consistently led to results. The Service gives their newest hires the job of answering the phone after a full two weeks of training. Given their inexperience, expecting results from a call to the 800 Number has never worked well.

As usual, we’ll end up writing letters. By definition, if the service doesn’t respond to a letter in 90 days, they’re required to send out a communication saying that they’re still working on it.

Don’t be discouraged if we get a couple of these. Sooner or later someone at the Service will handle the issue.

It’s probably just going to take a lot longer than usual.
